A person on the web with unbridled cynicism and sarcasm, who's Internet asshole savvyness makes him or her blind to actual valid points, arguments, grievances, etc while unaware that he or she is part of the problem.

Named after the Three Billy Goats Gruff story, a tie-in with the "Troll" and a play on the world "Goad".
Random FPS Gamer in waiting lobby: Dude, dont play on that map, the game devs are still fixing it after people found a bug that corrupted the files on your game.

Goat: LMAO so basically you suck and cant play. Lemmi guess, lag in rl? GTFO Noob.

Derived from the infamous "Goatse ( http://www.urbandictionary.com/define.php?term=goatse )" interwebs phenomena. Can describe e.g. any kind of nasty dirt or liquid but as well any appalling things in general.
Can be used as verb ("goatsefy") as well—meaning: to fuck something (usually an object) up, to fuck it up bad!
Dude, your whole jacket is full of Goats'! Go, be ashamed of yourself!
Stop looking at my sisters ass! I'll goatsefy your Lambo, fucking shmo!

Rec.sport.tennis official definition - Greatest Of All Time <at some crap or other to do with tennis>.

Originally merely the greatest tennis player to have ever lived, but that usage has been deprecated, as it didn't cater for a wide enough range of categories/qualities in a considered player.
